Anthropic report documents Claude used for surveillance and weapons software

Anthropic's threat report covers December 2025 through August 2026 and sorts misuse into seven categories. The distillation campaigns by Chinese labs were reported earlier; what is new here are the cyber and surveillance chapters. In Mali, a single consultant used Claude as the main engineering workforce for Lakana 360, a platform meant to monitor roughly 25 million SIM cards across all three national carriers. A Russian-speaking espionage group ran a loop in which agents rewrote and recompiled malware whenever antivirus tools flagged it, targeting more than twenty organisations including ministries, intelligence services, embassies and defence contractors. In another cluster, one attacker downloaded 1.8 million Android apps and searched them for hardcoded secrets.
